It appears from the Committee Proceedings that there is no suitable site inside the modified line of defence; also that there is no suitable site which existing fortifications could render secure from night attack by small craft. I would point out that had it been possible to utilize Stonecutters Island no difficulties as regards defence would have arisen. I presume, however, that this question has been thoroughly thresned out. If it has I can only come to the conclusion that the site (No. 3) to the .N E. of Gin Drinkers Bay is the most suitable that can be found, and that we must make the best of it. I fear I can hardly agree that the guns on Stonecutters will securely protect it even in the day time, and if I had only norwal Infantry garrison now laid down (3 Battalions), I certainly would find it very difficult indeed to provide men for its protection in time of war. There is lit le doubt however that in such an eventuality I could count on one or two additional Battalions, and in any case would do my best to afford the necessary protection to such an important centre.

As regards actual constructions I would lay very great stress upon protection of the Power House and any other buildings from light snell fire from small craft, and also on their being so constructed as to be defensible by a small garrison
